Project Inspections

CIS Inc. specializes in inspecting Division of the State Architect approved public school projects and public work projects throughout the Bay Area and outlying areas.  CIS Inc. inspection services begin before the first day of construction and continue throughout the closeout process for each project we are involved with. Our inspectors are required to have personal knowledge of each and every phase of a project whether it is a brand new building, seismic upgrade, modernization or underground infrastructure project. We keep organized job files, provide photographs of ongoing work, submit thorough inspection reports and are familiar with using web based management systems. 

CIS Inc. inspectors have the training, education and are abreast on the latest building components and inspection methods, providing our clients with the most thorough and quality inspections available.

"Old" Project Certification

There are thousands of old Projects throughout California that are still uncertified (closed out) by the Division of the State Architect. These uncertified projects are potentially impacting K-12 and Community College Districts all over the State. One problem is that the individual school districts are held completely liable for the safety of their new or remodeled buildings instead of the State sharing the liability once the projects are certified. Another problem Districts are seeing is that they cannot begin any new projects on campuses where they have open/uncertified projects. CIS Inc. can assist school districts or their construction management teams in closing out old projects where the original Inspector cannot be located or is unable to certify the project. Some projects may only need a minor reinspection or they may require much more in depth, destructive testing to aquire the needed DSA certification requirements. CIS Inc. can assist you with old project certifications, which will release the School District from unecessary liability and get the District back on the path to completing new projects.  

Scope of Services:

CIS Inc. provides Project Inspection services for Division of the State Architect approved construction projects and City Municipality Public Work Projects and will provide the following services on each and every project.

  • Attend pre-construction meetings
  • Have comprehensive knowledge of the approved construction documents and every phase of construction
  • Provide field inspections of all work in progress to ensure compliance with the Title 24 codes and the approved plans and specifications, reporting any instance of non-compliance to the Construction team.
  • Maintain current approved plans and specifications, with any clarifications noted and posted to the approved project documents
  • Coordinate and oversee special testing and inspections, that are required for the project
  • Keep digital photos and written records of the daily occurrences
  • File and process all project required documents, including dailies, semi-monthly reports, deviation notices and logs
  • Support the Design and Construction Management teams with construction issues, Contractor payment requests, and  attend Owner, Architect and Contractor meetings
  • Review RFIs, submittals, shop drawings and as-builts from the contractor
  • Oversee general site safety per the Title 24 requirements

Our inspectors are required to communicate with their DSA Field Engineer throughout each project. This includes a project walk during field visits, presenting our organized files of all construction documents and advising them of any potential project changes. We use our DSA field engineers as a guide if we need code clarification or advice if an issue arises on the project. We are also required to notify the DSA whenever the inspector is absent due to vacation, illness, etc. and inform them of who the qualified substitute inspector will be, for their approval.

When an issue does arise during the project our inspectors will talk to the Contractor, review the documents and help decide whether a question needs to be asked of the Design or Owner team. If our inspector does not have a clear understanding of the construction documents the Design team will be contacted for clarification. We believe that auspicious communication with the construction team will alleviate the number of Deviations or non-compliance notices and will help keep the project running smoothly, providing the Contractor is a willing participant.

Constructability Review

CIS Inc. also provides constructability review for many of our clients prior to the project's bidding process. This review includes general constructability and code review of the Project Drawings, cross referencing details between all the trades, Architectural and Structural coordination of details, constructability of the details and a general “housekeeping” review of the plans. On several past projects this service has saved our clients hundreds of thousands of dollars in contractor generated change orders.
